Absolute Shithole and infested with cockroaches and they will never fix your problems. It looks liveable and cheap on first inspection. But check out the basement and the parking garage to get an actual feel for how they run this building. Make sure you check the garbage room so you can see the cockroaches scurrying out of the open dumpsters they keep down there. You will eventually notice them in the hallways and even in the renovated units your kitchens, bathrooms, and bedrooms. You can spray but they will never stop and the management will refuse to do anything about it. It's not worth the cheap rent, trust me
